0. What this is not
This is not a kidnap plan. It is not a request that any police, soldier, or agency detain Andy Trattner or anyone else. It is not a how-to. If you read “hold hostage” as an instruction to take a body, you failed the reading.

America is named because this machine, this browser, and this ledger already sit in ordinary American legality. That is a fact about the desk, not a briefing for a ministry.
1. The proposal, one screen
If the United States wants a piece of theater equal to the size of the stockpile:

Will not: draft detention procedure, target anyone else, smuggle, threaten, or treat a government as a kidnap client. Will not invent that any state accepted. Will not launder this into “tell China” as a real IR task.
Capabarar time still stands. The capybara does not take hostages. It sits in the water until the steam is only steam.
6. The sentence to keep if the rest is deleted
America does not need Andy Trattner in a cell.
The species needs the last warhead in a reactor, or in glass, or in a ledger that cannot be reassembled.
